HISTORY OF THE CENTER

The Center of Effective Management was established in October 2002 by a group of adherents to:

  • Develop and implement an effective management systems in the economic, social and political spheres;
  • Provide an intelligent, information and organizational support to the processes of democratic transformation and economic reforms in Ukraine and its integration into European structures.

The President of the Center since its establishment is Yurii Miroshnychenko - politician, social activist and researcher.

In 2002-2006, the Centre has focused its activities on two main directions.

The first one is social activity. Many different educational and training nationwide projects were developed and successfully implemented by the team of the Center.

For example: All-Ukrainian school of politicians of the new generation (2002-2005); Ukrainian school of youth leaders in cooperation with the Ministry of Youth and Family (2003-2007).

Learning in both schools was based on modern techniques of organizational-activity games that allow to prepare real experts and leaders for the democratic development of Ukraine.

Second one is civil-society and political activity. The team of activists that was led by Yurii Miroshnychenko participated in a number of parliamentary and presidential elections. Thanks to this young people gained an invaluable practical experience. As a result, in March 2006, the President of the Center – Yurii Miroshnychenko was elected as a Member of the Parliament of Ukraine.

In 2006-2010 the Center excelled by the active legislative work.  More than 120 bills were prepared and submitted to the Verkhovna Rada of Ukraine. Key areas of legislative activity are: civil law, justice, procedural law, laws on education, religion, protection of children and families, labor law, notary, electoral legislation, the activities of NGOs.

During this period, Yurii Miroshnychenko and his team of the experts of the Center have organized and participated in a number of conferences, round tables, workshops and meetings.

A lot of different socially important legislative initiatives for Verkhovna Rada were produced by the participants of these events.

In 2010-1014, the Center has focused its efforts on the development of systematic laws that became the basis for reforming the relevant sectors.

Among the implemented reformatory laws, which have been developed by the experts of the Center, the next should be noted:

  • The current law on voluntary activities (adopted in April 2011);
  • A comprehensive law on court fees (adopted in July 2011);
  • Law on public associations that was designed in the best European and national traditions (adopted in March 2012);
  • The modern progressive law on advocacy and legal practice, (adopted in July 2012);
  • Law on higher education that is aimed at fundamental reform of the field (adopted in July 2014).

Also, hundreds of proposals and substantive amendments to bills were submitted to the Verkhovna Rada to improve other bills during their preparation for the second reading.

In 2015, the Centre continued its legislative work. The question of the legislative support of human rights observance in the institutions and penitentiary facilities of Ukraine became the one of the key areas.

Thus, in May 2015 the Parliament of Ukraine adopted the Bill on Amendments to Certain Legislative Acts of Ukraine (regarding regulation of chaplains in the organs and institutions belonging to the jurisdiction of the State Penitentiary Service of Ukraine).
